I think the smooth coated dogs shed all year round.  I have had both short 
coated dogs and long coated dogs in the past and the shorter coated ones 
shedded a lot more than the long coated ones.  They were not all Chihuahuas 
however.  There's really no way to stop shedding.  It's natural for them to 
shed.  You can reduce it by brushing him with a brush made for a short coat.  I 
used to have a lab mix that shed a lot and I used a rubber curry comb like 
those used for horses but much smaller.  It work pretty well to get some loose 
hairs out.
 
The flakes are probably from dry skin.  You will see them more after you brush 
is coat or pet him.  You might want to feed him a high quality food with fish 
oils to keep his skin and coat healthy.  Also, it's probably not a good idea to 
bath him too much as that will dry his skin out even more.  Maybe once a month 
is good or as needed if he gets dirty or smelly.  If you do bath him, use a 
moisterizing and/or an oatmeal dog shampoo.

Hi everyone... Chico is about 4 months old and started shedding.. I 
see it on my clothes... anyways i took a fine tooth dog comb and 
brushed him gently and got alot of dead hair out and then there was 
little white flakes on him ... I took one of those bath cloths and 
washed him down... how long do they shed for and is there anything i 
can do for the white flakes or just let it be....you only see them when 
you pet him excessively or brush him...how often should u bath these 
little guys!!!!! I will take all advice!!!!
