You are right that they are not Chihuahuas.  They were thought to have 
originated from Chihuahua Mexico like Chihuahuas did but they are a different 
breed.  They might share common ancestory but they are not Chis.
 
I think when people are talking about hairless Chihuahuas, they are referring 
to some who are (very rarely) born hairless due to a genetic disorder (can't 
remember the name).  But the Xoloitzcuintli is not a hairless Chihuahua.

I have heard of these...very rare to my understanding, but still, they are
not the same breed as a chi, thus not a "mexican chi". They are an
entirely different breed.
