I'm really into the training. When I got my second little one, he did the same thing. Put a harness and leash on the little one. Whenever he goes to annoy the other, give a quick tug and say, "Don't bother your brother, sister" After about a half a day you will notice that the dynamics have changed. You need to do it for about three weeks for it to "set".. Good luck! Now All I have to do is say, don't bother" and they both stop the annoying!
