Ok, this is a tricky area. The ADA..which again, is federal law and trumps
state law...says that any domestic animal trained, bla bla bla.....has
these rights. HOWEVER, some states still are requireing the animal be
trained by pfrofessional...ei "certified". Here is the problem...those
state laws are more strict than the federal law...thus are ripe for a law
suit. The federal law does NOT require certification, vest, cards, ect.
Some state laws do. So, if it ever came to court, the state would LOOSE on
the issue because the federal law (ADA) trumps. KY use to be one of those
states that required certification. Last year, the law was updated to come
into compliance with the ADA. So, bottom line, while some state laws may
say otherwise, the TOP law, says that certification is NOT
required.....thus OTSD's (owner trained service dogs) are 100 percent
legal. Also, there is NOTHING in the federal law that requires our SD's to
wear vest, carry ID, ect. AND, they are exampt from all liscencing
fees....so we do not have to pay for tags ect for SD's.

Pepper alerts to sounds that I, as a Deaf person, do not hear. He will get
my attention and take me to the source of the sound or indicate where it
is comming from. He alerts to door knocks, alarms, name call, ect....as
well as just sounds that are "out of place". He is officially an OTSD but
in reality I call him an SDTSD....because he actually was trained by my
prior SD.
