I will have to get the name of your Beagle group as I have them also.
One thing comes to mind on this problem with the chi-mix.
They should NEVER say a dog's attitude will improve with spaying or
castration.
How in the heck do they even know? 
One thing that worked for us when we adopted a puppy mill survivor Chihuahua
female.
She was so intolerant of my hubby and son's(they are grown).
I would boil chicken...I have never seen a chi that wasn't absolutely in
love with chicken...lol!
The only time Star ever got have any was when a male member of our household
held her on his lap and he hand fed it to her.
She soon learned to associate the 'pleasurable chicken' with the 
pleasurable males'...lol.
If it were just a being very naughty episode you can place him on his back
until he calms down and acknowledges the human male as the 'top dog'.
But sure Mr. Ceasar pointed that out.

Star slept in a crate and we would put my hubby's old worn scented good with
his scent clothes in there as her bed,
It's worth a try.

Hello,

My name is Judy and I'm a new member. I'm joining on behalf of my
sister b/c I already run a beagle group on Yahoo and I'm familiar with
how this works. I own three beagles but no chihuahuas, so I thought I
would ask the experts.

My sister got a Chi mix (I think with JRT) about 7 months ago. He acts
just like a Chi or what I know of them, anyway. He has always seemed a
little protective of his turf - nothing special. One can calm him down
easily and start playing with him and he's in love with you. (Buddy is
his name.)

Buddy was neutered three weeks ago and they were told his barking and
protectiveness would be much better afterward. He has instead become
very aggressive to the point that they feel they are going to have to
give him up. He goes after the husband and son (who always have played
so easily with him) and bites them for no reason. He will not allow
anyone to come near him if he is sitting with my sister in her chair. 
The dad and son are tired of being bitten. She got Cesar's book and
followed his advice but it's done no good.

Please, any advice??
