Amanda...she may very well have an allergic reaction to frgrance...both baby oil and lotions have fragrance. I have had two dogs with allergic issues to frgrances. I used a Cortisone cream on the areas for a few days to clear up the itching and stopped using ANY product with any fragrance...even as the last ingredient listed is way too much!!! I have found a line of no-fragrance people products that work great on them. Try going no fragrance and see if that helps. Check the laundry soap you are using for their bedding, toys and blankets as well as your own sheets if they sleep with you. We also use baby oil for massages. And we use baby lotion for dryness. She is quite pampered.
