Budgies often wear bell hats - mine have. Bow rings his when I ask him where is his bell - so he does understand. Chihuahuas & Budgies are very smart in both their species.

His favorite toys were bells and bell sounds were the first vocalizing I
heard from him. He often wore his bell as a hat!
