Ooops I ment with mouthing... If he bites or mouth I remove gim from my lap and 
place him away from me and say no bite... It seems to be working...

Ok-  so here's my 2 cents:
 
1.  enroll in obedience training with someone who knows something about 
small dogs- preferably chi's.  My trainer has 2 chi's qualified in therapy.
2.  Be patient and consistent.  I like the leash training.  
Chi's need good boundaries and to know the rules.  They are smart but 
stubborn.  Like my kids, I will win at any battle I choose.  I choose 
them carefully though.  Nipping, barking and growling is not 
appropriate.  

3.  I use a squirt gun for barking with Frida.  She barks and goes 
crazy she gets squirted.  She quiets down.
4.  Put bacon in grandma's pockets.  Dogs love bacon.  Men love 
bacon.  Either way Mom is happy...:)
