Couldn't you just put her in your yard? Even if you are not zoned for her I bet they may make an exception if you are in the country area and have a signed permission form from your neighbors...might be worth looking into. Here, even though not zoned, we can have one horse per 1/2 acre with permission form...but that is the mountains.
