A friend of mine had a Yorkie that always had the same thing, and couldn't get rid of it, but then she never went through the elimination process to see if it was an allergy from foods, shampoos, toys, chewie toys. The Vet did a scraping and couldn't figure it out either, except to suggest to put her on a strict diet of only her basic diet and the same type of treat for a month. If it started to clear up then you know that it isn't the kibble and the treat, then you introduce another different type of treat and wait two weeks and see if their is a reaction and on and on with different foods. She was also told to use the same shampoo and not add any sprays or people foods, or rawhides since they are all processed differently and she could be allergic to them as well.
