How many dogs can I own?
If your animals are kept inside your home there is no limit as long as you
can properly care for them. 
If you have dogs that reside outside in your yard and you live in a
residential area on less than half an acre you cannot have more than three
outdoor dogs. If you live on more than a half an acre but less than two
acres, you are not allowed to have more than seven outdoor dogs. 
Is there breed specific language in the ordinance?
No, none.


Read the rest of the link, if you own more then 4 dogs then you need a
multiple license, which cost less. 
I looked up couple of old posting of yours where you explained that you have
a total of 7 dogs: Ozzy, Belle, Duncan, Gracie, Amber and Seal, and Draoi is
my foxhound.
Your mom has  a total of 6 dogs:

I know you stated that you all live within the same building, but have
separated dwellings. Which maybe why Animal Control came down on you so hard
 Plus the fact that none of your dogs are spayed or neutered, and 12 puppies
and more puppies on the way. But if you live within the Louisville
jurisdiction then AC can't touch you. Do you have all dogs including your
moms licensed? 

If you don't have them licensed, maybe if you pay for that then they will
leave you alone. As long as you have 
proof that they all have up to date rabies shots, again they cannot touch
you, In fact AC cannot even enter your
home unless they have a warrant with a police officer to do so. So unless
they have a warrant, they are out of bounds in any state.

My opinion is, if you want to keep all of your dogs, then fight AC and pay
for the license and get the females spayed and show them proof that they are
spayed. Work with AC, to show that you want to be a responsible pet owner by
getting them spayed and licensed.  I would also ask in writing from anyone
that adopts your puppies, that they show you proof that the puppies have
been spayed/neutered when they are old enough, or you have a legal right to
take the dog back and then you get it spayed and find another home for it.
12 puppies breeding in the future at 6 per litter is 72 more chi's in the
world that will need homes, and that is only for 1 litter per pup!  So it is
important that you think of their future too. They should be pets only and
not breeders.

If you don't live in Louisville, then Google for your area. Most of KY does
not have a limit on the amount of dogs
a home owner can have, however it is a State law that not more then 3 can be
kept outside on your property.

By the way, when is the 3rd female due with her puppies?  I really think
that you would have a better chance of finding them all homes, if you posted
pictures of each pair of dogs with their puppies and give some more info on
them, like their age, LH/SH, weight of each parent, and which of these
parent dogs are related to who, and how are they related to all of these
puppies too. People want to know those things.
