I need to correct myself.  If you have an off the camera flash and/or 
can bounce the flash, you can shoot head on in a dimmer situation. 
However, most people use a built in flash that is just above the 
lens.  So the light from the flash goes directly into the pet's eye.

Here's a good Web Site that discusses red eye and photography 
http://www.colorpilot.com/redeye_effect.html  However, this site is 
selling a product.  So when it guarantees to be able to correct red 
eye, take that with a grain of salt.
