I had a Shih Tzu that did the same thing. I found a book that indicated that Shih Tzus could have a rare issue with nerves going bad in their tail causing them to chase, bite, and chew their tails raw. It was disturbing and eventually we did take him back to the breeder because it got SO bad it was obvious he was in pain. I don't know if Chihuahuas could have that problem or not.
Other causes...worms perhaps? Hope it's just a "puppy" thing.
