Yeah its hard to tell. Not all chis are apple heads. I have a few deer heads 
and 
one is pretty big even though her parents are small. I would ask a vet or even 
maybe someone at Petsmart or Southern Agriculture for their opinion. Even if he 
is only part chi, chis have great demeanors. Seems like he does great being 
handled by children so he would probably be a great pup

Well I think he can be a foolblooded chi he is at normal length for a 10 month 
old and as you know there are smalerl chi's and bigger chi's
