Yes, both of my boys (one is 9 years old and one is 2 years old) go in the house occasionally. They were both rescues so maybe they didn't have the patient teaching you are giving your little girl.
But I've heard elsewhere that Chis are hard to house train. What would Cesar Milan do? Funny, I've never seen an episode where he deals with house training. Hm ... My best guess is that patience will pay off eventually ... hang in there!
