Most of what Dolly & Desi wear go over their heads. You have a problem with the necks being too tight? Maybe she needs a bigger size. Dolly is very thin, with a very prominent chest. However, some clothes that I buy for her will not stay on her because the distance between the arm holes are sometimes too broad and if she moves, it will fall off of her. I have never had a problem with any of the clothes being too tight around the neck. I know that some people on this group make dress harnesses and they would attach with velcro around the neck and around the belly.

A cover to put on her when she goes for a walk? If you are looking for a jacket that velcos at the neck and at the belly, try looking at Walmart. I got one for Desi and Dolly there last year.
