I hope that they do. I was talking to my sister the other day and she was telling me that the state prison system is releasing a lot of the inmates with the ankle bracelet because they don’t have the $$ to house many of them and they have more offenders for the serious rape/murder, etc to be committed. So he will probably get a slap on the hand and do probation. They should have an app for location of all of those on house arrest and also a list of offenders that did violence to pets so you know where you don’t want to walk your dog, etc.

Last year NY passed a bill and it is now a federal offense to willfully harm a dog or a cat. A person will not only get fined, but 3yrs in the fed pen. I hope LA has such a law.
