Ok, my advice. When he is crying and whining if you are holding him comforting him during it you are reinforcing that behavior. In a sense telling him that it's ok to feel that way. Example; my female Dane hated storms, so during a rather loud storm we went outside and did obedience work. When she does that type of training she is always calm and stable. So she was taught during storm that she is to be calm. She doesn't even flinch during a storm now.
Never ever reinforce bad/unwanted behavior by giving attention.
