My two Chi's are awful when it comes to walking. We  can't just walk, a lot 
of stopping and sniffing which I don't mind but they want  to go in 
different directions and one is like a donkey..he doesn't forge, he  pulls 
back, 
sets his feet in and  doesn't want to budge. I have to lure him  with promises 
of treats or car rides or get behind him and stomp noisely so he  moves. 
Good think he's sweet and cute  lol
