Not to be a downer but my 12 year old Chi (have had him since he was one) STILL has to be watched like a hawk or he'll pee on something in the house . Not always the floor, sometimes a couch pillow, bed skirt, whatever.
We even have a doggy door and he'll pee right inside the door rather than go out. We still love him to pieces but what a challenge! >From what I've read Chi's are challenged in the housebreaking area. Yet our other Chi, also a male, never, ever pees in the house and you'd think with one male marking the other would need to leave his mark on the spot. This good guy will go and point out the other dog's accidents to me! The little accident prone guy was on the euthenasia list when we rescued him and was not considered adoptable due to fear aggression issues. We've had him to school, worked with socializing him. He just is who he is poor little thing. Don't give up. Good luck.
