Walking 2 times a day is not enough . Do they also have pee pads to use ? Especially as they get older they can't hold it as long and need to be walked more often . Take the pee pad and soak up where they have an accident so they will know where to go . Or put the pee pad over the spot where they lift their leg . I would try a new vet , because really thousands of dogs get neutered and spayed every day with no I'll effects at all . Also make sure they are up to date On Vax .
