Hmm, not sure if I am totally right, but I think those are signs of diabetes especially bad breath if her teeth are okay. I think she really needs to be seen by a vet and have some blood test done and her heart monitored as well.
Chi's are prone to hypoglycemia (low sugar level) and they chill easily too But if she is having all three of those symptoms at the same time, I would not increase her sugar level by giving her anything, but rather have a vet find out for sure what the cause is. If it is diabetes and you give her sugar of any type you could send her into shock.
