Gigi would prefer going outside, but because of the bad winters here that
would be impossible, so I trained her for the pads which she didn't like,
but likes the newspapers.

Usually when training with pee pads you keep that as an option for them . 
Can't turn around and scold them for it no .  I have heard a lot if people
say
Chis do better on pee pads than going
outside .  Mine do both tho .

in the house? Not in my house. Absolutely no pee pads in my house.  I won't
confuse my dogs letting them pee in the house and later reprimand them for
peeing in the house.  Every 2-3 hours they go outside on a leash to potty
when they're in potty training.

Then put Piper in a puppy pen on floor
- not carpet . In the kitchen maybe or behind a baby gate in the bathroom .
Start small , start over .  Put her food water, bed and pee pads in w her .
Mop
up a spot of her accidents w the pee pad so it has the scent .  Hopefully
she gets the idea ! Once she gets the idea she can come out for longer and
longer
periods if time and go back to use the
pad .

Piper my chi mix.

She's refusing to potty train and is peeing and popping every where. Its
getting to the point where I can't keep up any more. Besides her messes, my
cats are reacting to HER mess by making messes themselves. So now my house
is one big giant waste station. I have a toddler, I'm 5.5 months pregnant
with a high risk pregnancy and a heart condition. This stress has been
wearing me out and taking its toll on me. Yesterday alone I spent over 3
hours (through out the day) just cleaning pee, poop and other messes up. If
it isn't dog or cat pee and poop, Piper takes poop from the litter boxes and
leaves them all over.

I need help in resolving this issue soon or I have have to rehome her and
opt for an older Chi who is already potty trained.

Tips and advise welcomed
