Mask ROM means, that during the chip manufacture the last metal layer defines, which 
of the cells read 0 and which read 1. Once the memory content is designed and 
debugged, you ask the manufacturer to make mask which defines your particular 0/1 
pattern and produce a series of chips for you. You pay some fixed cost for the mask 
and then regular price for each memory chip.

Other words, mask ROM is not the way to go. Try to find EPROM/Flash with the same 
organization and similar parameters.
