I did some thing like that for Chip Center about two years ago, I'm sure many 
of the links no longer work.

Here is a 'gotcha' I just ran in to with Protel 99 or what ever they call them 
self now.  They make a big deal about how many parts are in their libraries.

I tried to place a dual op-amp schematic symbol, what I got was a square box 
with four leads on the left and two leads on the right.  Totally useless.

They just came out with Protel DXL I'd be happy to have a free version to 
review. ;-)

I've not found any schematic capture program that can produce as good looking 
drawings as the free XCircuit program.  Not a lot of libraries and it is a 
bit rough around the edges when it comes to PCB layout support but those 
problems are being worked on.
