as I see this problem with HP16500A ongoing (I forgot who initiated it), maybe
it helps you to be able to read and write HP-LIF-format an a PC under MSDOS (if
this is what you want).
for that purpose we'vfollowing programs downloaded some years ago:
HPCAT.exe and HPCOPY.exe.
