Look at VentureCom or BSquare.  They have RTOSes which Windows rides as a 
task, depending on the version of Windows).  WinCE4.0 is suppose to be 
Hardrealtime, but I have not tested it out recently.  There is always the 
Hardrealtime Linux variants.
