Chuck, you are using a stethoscope to diagnose a jet engine. Your Fluke 123 is rated 
as a 20
MHz scope.  This would place the third harmonic of 7 MHz outside of the scope's 
bandpass
(square waves are harmonic rich). You would need a scope with at least 70 MHz bandpass
before you will get a reasonable looking 7 MHz square wave.
