Philips had some chips that started with 82S - some of them were programmable logic (the most famous probably being the 82S100, being used in many Commodore 8-bit Computers), others were small bipolar proms like the 82S129 or the 82S2708 - maybe there's more numbers behind the 27? Could be a simple EEProm.
