This was the wrong place. I had similar problems. Try to open
ControlPanel/network -> and remove at least tcp/ip there (or better remove
all entries:-); reboot and reinstall tcp/ip (or all you have removed); be
sure you get the drivers from the CD

Often software from other internet providers (aol oder german tonnline) is
installing there own winsock and destroy the windows, dial-up and ethernet
adapters winsock
