Hi,

The solder joints are indeed bad. But this is 'normal'
however, I have seen it in several TV's. It is difficult to
have a soldering process that solders both big and small parts.
But can also be due to bad mounting without thermal
stress relief: there is an example on my homepage
at http://www.hoeben.com follw the 'soldering' link.

And about the gassing: that is probably WATER. A pcb always
contains moisture, several % (even iron does so: just weld it and 
you will see). When you solder it, the water boils. This is why
board are always kept in a dry place/oven before soldering.
