Hi Pieter and Vyankatesh,

I'm the author of the Chipdir and one of the
maintainers of the Chipdir mailing list.

The mailing list is served by Listguru and
that is what filtered out the attachments.
It's done because it's almost never sensible
to send attachments via a mailing list. It
also costs a lot of bandwidth, because we
are with almost 500 people here...

Normally you can put files in the archive of
a mailing list, but I don't think that it
currently works neither directly via email
nor at www.fatcity.com.

As regards ordering scarce chips. It's normally
possible to do that via the Chipdir with the
form:

http://www.chipdir.org/js/reqchip.htm

(Or you can just check how available they
are. ;-)

But as far as I know India (and Pakistan) are
still on the list of countries to which military
parts may not be exported at the moment because
of the fact that they might get engaged in a
nuclear war with each other. I think that I saw
on TV that some sort of piece agreement was reached
(congratulations!) but the export restrictions
are probably still valid.

These restrictions are also valid in the
Netherlands, as far as I know.

Here is a quite recent scientific article about the issue:
http://cns.miis.edu/pubs/npr/vol06/62/lipson62.pdf

Searching with Google for 'cocom site:gov' will give a lot
more links to information.

I don't see, where the official list of countries is being
published.

If anybody is interested I can ask my USA partners (who
do the actual scarce chips trading) for more details.

Greetings,
Jaap
