why not use a linear regulator?

how about the LM3478 from national semi.

Anyone got any ideas for a low-cost micropower switching regulator that
will down convert 5-10 volts to 3 volts at a couple of milliamps and do
so efficiently?

Doesn;t have to be a single-chip solution, but must be low cost and low
power.
