Yes, if you have the right piece of software for it.
We use such virtual COM-ports by use of a specialized module with several (e.g. 4, 8) 
serial ports (ICP 7188E4, http://www.icsdatacom.com/pdfs/ICP7520_ds.pdf)
In this box contained is a tiny pc with DOS-like operating system running.
Their drivers run on Win 2k and XP, and '98 too. You can also connect with Telnet-
program to this box (IP, port) and what you enter appears at the module's serial port 
and vice-versa.

With Linux it should be relatively easy (I hope) to implement an ethernet-to-COM 
connection.
