Sometimes it's cheaper to pay the penalties for not having an FCC ID compared to passing all the tests. Commodore did that back in the days when the C64 and the 1541 floppy drive were recent, so a missing FCC ID is not *that* odd.


I don't know if the US laws have changed since then. If they have, it might be a hint at the manufacturing date.
