I don't live in Europe but yes, Europeans use the opposite symbols for
the radix point and number separators. many of the HP calculators had flags
that you could set that would cause the the two symbols to switch.  I think
it's just European convention and has nothing to do with the metric system.
Sort of like some countries drive on the left of the road and some drive on
the right. BTW I lived in Thailand and got used to driving on the LH side
of the road with no problem but I had a hell of a time switching back the
right when I returned to the US!
