I obtained the data printed on the PMU chip:

I think this confirms what list members wrote, that
the chip is not flashable. I wonder if using original
install disks would perhaps 'restore' the PMU
settings, but I doubt it. There was a system specific
'enabler' in the OS 7.6 that originally shipped with
the 3400c. I think it was there only to recognize the
3400, or to render the install disks usable only with
this model.
