About the one cpu I have designed with actually has all of that stuff.
The PIC16F877 (now obsolete, I believe. Use PIC16F877A). When it comes
to CPUs, a lot of your effectiveness is what you are familiar with.
Don't rush to a new cpu family unless you have to, or you love
suffering.

When I got to it, I printed the Datasheet, got the flu, and took the
Datasheet to bed for three days. It proved to be the ideal preparation.

Free Programmers (Notably the Trivial Low Voltage Programmer) and
software under windoze or linux are available. There is also gpsim, a
reasonable linux simulator, and free Linux ICD software might also be 
available by now.
