Many systems (Most?) have mail filters that act long before anything gets
logged to keep the amount of spam and viruses received down to a manageable
level.  The CHIPDIR-L list messages may have been blacklisted when a virus
was found in one of the messages some time ago.  You might check the
system(s) that your system gets it's mail from to see if CHIPDIR-L is on
their blacklist.
