Perhaps it's caused by a driver that isn't completely
compatible?

Run msconfig from "Start|Run..." (at least that works
under W98 and ME) and disable drivers selectively and
reenable them again and see when it happens and when
not.

To test 5 to 8 drivers, you need 3 trials:

01234567 driver number
--------
00001111 trial 0, 0=disabled, 1=enabled
00110011 trial 1
01010101 trial 2
