I don't think that the IP number can be faked
because any computer receiving mail from another
computer has to be connected to that other
computer via the IP number of the other
computer. That is, it will put the IP number of
the sending computer in the email and not rely
on the sending computer to put in the correct IP
number. But of course some unreliable computer
along the way could change the earlier IP numbers
in the email but that would soon brand it as a
suspect server and it would be blacklisted
and boycotted by all computers connected to it
(usually through one the major back bones of the
internet).

Most spam is probably sent via hacked individual
or business PC's and each PC is used until it's
discovered and then they have 10000's of other
hacked PC's to continu the 'good' work.

Complaining to the service providers of those
PC's is probably not very effective because
of the many false complaints that they get
and when they had any clue, they would filter
all the outgoing emails of their clients.
