Hi Greg, You might look into the Baofeng GMRS-V1 radio which claims FCC part 95 approval and is limited to the FCC Max of 2W output power.
Everyone who operates a radio will need a GMRS license from the FCC. (Only need to pay a fee to obtain one). A single GMRS license also licenses your immediate family iirc.
