Thanks for the replies. It's not an importing issue since I'm working
with a file directly input to the radio via the microphone keypad and
the radio's menus.
Today I started with the radio with only the channels I programmed into
it by hand, about a dozen repeaters into Bank A, and five Simplex
channels into Bank B. I then downloaded them into the factory software
and they looked fine (the factory software gives you two separate
windows, one for each Bank). I then downloaded the radio to CHIRP and
everything was all scrambled.

Reset your radio to factory defaults. I always then program one
frequency manually so that when I download from the radio to Chirp I
can see the format the data is in.
Download the now defaulted radio to a file. Edit this file to upload
back to the radio.

seems to work fine moving files to and from the radio. The
problem is I
can't see any way to enter repeater offset frequencies or -/+
values;
apparently it's necessary to calculate and enter offsets manually.
