This isn't anything Ubuntu or Debian based, it uses the platform defined in
the flatpak configuration file, in this case:
"app-id": "com.danplanet.chirp",
"runtime": "org.gnome.Platform",
"runtime-version": "3.32",
"sdk": "org.gnome.Sdk",
Which worked previously although this platform/sdk is depreciated for the
same reasons chirp was removed from some distros. Python 2 EOL.
