To use GMRS, all of those users NOT in your immediate family (and you) will need to apply for a GMRS license from the FCC. GMRS is only for non-commercial use. You might be better looking at MURS. Whichever, you will need type approved, pre-programmed radios, not generic Baofengs or similar.
