It would help if you would mention which operating system is running
on your Dell and describe the exact error message and/or attach the
debug.log file that CHIRP created.

In any case the #1 cause of trouble for Windows user is not having a
driver installed that is compatible with the USB-to-Serial chip in the
programming cable. This is particularly common if the chip identifies
itself as a Prolific chip or a WCH chip.

The #2 cause of trouble is not getting the 2-pin plug fully inserted
into the radio. Due to these cheaply made items (radio and cable) it
is not uncommon for some users to need to press on the plug during the
cloning operation to make sure there is a connection inside the radio.
