Thank you! That was the magic. So all the steps I had to do to install on
Ubuntu 23.04 were the following:
sudo apt install git python3-wxgtk4.0 python3-serial python3-six
python3-future python3-requests python3-pip
cd into_the_directory_with_the_whl_file_I_downloaded
pipx install --system-site-packages ./chirp-20230425-py3-none-any.whl
