I think I understand now.
Apparently there's a way to program in a series of tones, like to open the
CTCSS on a repeater if you don't know the CTCSS frequency, or bring up an
autopatch.
Repeaters probably use these tones too for linking to an Internet hub for
example.

The telephone keys a,b,c,d,and * and # are defined by the telephone company
for use in special signaling combinations.
