The Guide to Chodosh is meant to aid the individual consumer to know which products may be Chodosh and which are Yoshon. The chometz report is not intended to provide such practical advice. Instead, it is meant primarily for Rabbonim and others. It underlines the complexity of the issue of Chometz after pesach, but does not provide any guidance to the consumer.
