Issue 1695: Chrome needs option to turn off "Friendly 404" displays

What steps will reproduce the problem?
1. Prepare url to a non-existing resource

What is the expected result?

A server-defined 404 not found response page.

What happens instead?

Chrome will display its own "Friendly" 404 response page. See image.

Please provide any additional information below. Attach a screenshot if
possible.

Like IE, it offers an option to display Friendly 404 web pages.  Chrome
needs the same option because it overrides well-defined server web flows
with 404 responses.
